How does the credit system work, and how do some people have negative credits?

From what I can tell the credit system is basically a currency (basically, credits purchased for $$$) system, but I'm confused since some people have negative credits. How is this possible? Am I not understanding the system correctly?

When you receive a warning for breaking forum rules, you also lose 25 credits, which can cause you to go negative if you had 0.

@num2, If you purchase credits it will subtract what is in the negative first before reflecting the remaining balance. Keep in mind, that if you don’t plan on making a purchase, this will not effect you in anyway. To avoid this in the future, it’s best to keep up to date with EpicNPC rules, which can be found here:
