How do you prove account recal?

I'm currently having an issue where I was the middleman for a LoL account trade, and the account got recalled yesterday (after a month).
The seller claims that the account has not been recalled by him, but since he resold it, there is a possibility that the previous owner had recalled it.
Due to there being two trades between these two, and problems with paypal, I held part of the money while the other part was sent directly to the seller. Now the buyer has disputed both transactions and things got complicated.
Before I open a dispute here, I'm trying to sort things out since I'm still in contact with both.

How can the buyer prove that the account has been recalled and that he didn't get hacked or simply changed all the info and deleted confirmations?
How can the seller prove that he or the previous owner did not recall?

How do support tickets work in LoL?
Can you see all the tickets that have been submitted regarding the same account or do you need to ask riot what happened?

You dont prove it with riot. Thats the problem. They wont tell you. They may vaguely say multiple people have recalled it. Thats why we have specific lol rules that seller must replace the account one time as we cannot prove if it was recalled or nkt.

So the buyer can just lie and get a free account?
Should be the other way around imo - no disputes accepted for LoL account recovery.

if that were to happen, all scammers can get away easy, everything for the LoL section would go crazy with scammers
