How do I upgrade to post to certain restricted forums?

I would like to post in the WoW Boosting section for advertisement but cannot since I am not verified, I tried to upgrade the Unverified Member (Default) for free but it's not letting me do so...

if I understand this right I will have to pay 3$ to be able to post in the restricted WoW Boosting forum correct?

If you are offering boosting services (which require you to log into a users account) you need to purchase the Verification upgrade.
