You go to someone's feedback page ex. https://www.epicnpc.com/itrader.php?u=485632 and then select the "Submit Feedback for [USERNAME]" link.
Do note you need to have verified your phone number in order to leave feedback. Also, upon the completion of a credit trade, both the buyer and seller automatically get 1 positive feedback.

Yes, as stated, you have to verify a phone number first before you can give someone feedback.
After that, there's a few ways to give feedback.
1) Go to the seller's thread and click the "Submit Feedback" button at the top of their thread
2) Go to their profile and click "View all feedback" then click the "Submit Feedback" button on the right side
3) Use Trade Guardian and feedback is automatically given once a transaction is complete.
