for 1,500 epic credits http://www.epicnpc.com/vbshop.php under username perks is the name change perk.

paypal sometimes wants a CC registered on the account for purchases to work, just add some prepaid card thats visa, etc and it should work fine for you.

We had about a dozen members upgrade today, so there's no issue with our Paypal account. Please try what drayk suggested, if that doesn't work I would contact Paypal to ask them why you're getting that message.
