Feedback dispute - feedback made to slander me wrongfully

yes, he did sent me paypal but it got my paypal account limited, which may be the result of shady (illegal?) activities of the user who gave feedback.
now they took some fees

now, i've been at the hospital very very much frequently due an IRL situation with my mom, so yes, bad communication through me, but never bad intentions or anything
i've offered to refund it from the very beginning but unable to as my balance is negative due fees they took.

As solution I constantly offered him if he could send 4euros (fees) in paypal so I could refund the whole amount (112usd) I would send him the 4euros in any other currency so he would not be out even a single penny.
user in question is refusing it constantly and refusing to let me fix this JUST TO SLANDER ME?

as you can see, i'm very actively trying to solve this right away but he does not let me, I think to get me banned here or slander me

I understand however I am sure you know that I should not need to send money to get my money back. pay pal will refund all fees when reversing a transaction. After I disputed it he should be able to just click solve and refund. I did not report his account or anything. As soon as he started to be boorish and rude to me he lost out on me sending him more money, which would be crazy.

Lol, not crying. Totally fine with waiting for paypal to give me my money back. As other mods have stated what I have been saying.
