Short story, I paid in full through PayPal and the seller blocked me on discord after he felt he was in the clear. Something happened with PayPal that caused the transaction to go south, but I was able to contact them and get the funds in order.
The buyer assured me numerous times that he isn't like those people. That he would give me the account as long I was able to show proof with PayPal. I have all the evidence needed that I did clear things up with PayPal.

PLEASE BAN THIS PLAYER. I don't want anyone else to fall for this. I'm out $350 right now and don't want the same to happen to someone else.

Best help I would say for you is to contact PayPal and claim your account was compromised and you did not authorize any payments from a certain date.
They should be willing to reverse both payments.

This would only happen if the IP is different from your usual IP.

If they detect its the same its unlikely they will refund you

I flagged the transaction after the seller pulled out.

Paypal made a dispute claim, but found it matched with my transaction history.

How did you get this money onto your PayPal balance?
If by card or bank I suggest filing a dispute with them.

Bank is attached to your PayPal balance.

You can only dispute if you have a credit card linked, instead of a bank account.

The bank would have said the something PayPal said. "Follows your transaction history with us"
