Other information: This guy posted a Yu-Gi-Oh Duel Links account for sale, and was asking $150 USD, but we agreed on $130 USD. So I Private messaged him on discord asking him to do the transaction here on epicnpc with a middleman since he doesn't have any seller or buyer ratings on his profile here. He said he couldn't because the PayPal account he has linked to epicnpc is limited (check discord pics attached). I decided to go ahead with the transaction. We agreed on me paying him half first, then he'll give me full access to the account, then I'd pay him the second half. I sent the first payment via paypal friends or family which was $65 USD ($68.25 USD With FEES). After sending the payment he said that he'll be calling his mom to confirm the payment but still nothing. It's been 3 days now and I still have not received any account information, and he stopped replying completely on discord.

What is the dispute about?
I know there's nothing I could do about him scamming me, but I don't want this lowlife to go about scamming others. I want to be a means to making it safer for those honest buyers and sellers here, though it seems impossible but still worth the effort.
