What is the dispute about? Undelivered 5.9k MMR Dota 2 account. I paid the seller/scammer $120 via PayPal.

I bought a 5.9k MMR Dota 2 account for $120 but the seller did not provide the login details. I gave him 3 chances to explain what happened but he did not respond. I was hesitant to buy from him at first because he wanted to be paid via the "Family and friends" option but I was eventually convinced because his EpicNPC profile has 17 positive reviews. Upon taking a closer look at his reviews, I realized that the accounts who gave him the reviews are either his or owned by his friends.
Please ban the seller as soon as you can. Let's stop him before he victimizes another person.
