What is the dispute about? - Account purchase, never delivered, money never refunded.
Other details / notes: Scammer refused to take PayPal payment as Goods and Service, claiming it will be on hold and there will be fees, so I agreed to send it as Friends and Family against my better judgement. He then carried on reassuring me I was not scammed, and the money is on hold in Paypal (Pic number 1, refer to proof section), and will be released in 24 hours, so we should wait till then. I didn't agree, but he did whatever he wanted regardless. Responses became scarce, and the guy slowly stopped responding.
