Must have all victorious skins.
MMR, elo and rank isn't important, but obviously the account must be at least gold for Victorious Sivir this season.

Looking to keep it lower than $200, so an enormous collection of skins and high elo isn't what I'm after. Will be able to buy immediately but I will be waiting for a couple of weeks to seek out the right account.
