Can anyone advice me what to do The buyer is delaying the full payment for my account

clodoveo bought my ff14 all 50 non legacy account paid 300$ and said he will pay the 100$ after the transfer is complete. then when everything was done he said he see an unregistered thing on the account then I explained then everything is ok then he made an excuse again saying that the account might be banned or something to make things short he is delaying payment and did not do the rule of our trade. it has been 4 days now everyday I talk to him and he make stupid excuses every time and Obviously delaying it. what should I do? can I consider it a scam? I am very annoyed being played like this

If it has been 4 days I would open a thread against him in the Active Disputes section and force him to explain why he is not paying the rest of the money.

well he is a newbie I dont think getting banned would affect him at all

That's all you can really do, short of recalling your account and afterwards refunding him his partial payment. Try to avoid "half and half" deals with people. When in doubt, use a MM.
