Bought an account for 520$ and it got banned - seller won't give me a refund

On the 15th of October, I have purchased an account from @Leotgb for 520$. I have previously dealt with him 2 more times, without problems. This time only, a few hours after I have sent him the money, the account got banned. I have asked for a refund, and he started responding very slowly. Barely today (20th of October) he has responded telling me I can proceed to try and make a refund with my credit card provider, but he's sold me a safe account, so he's not agreeing to do a refund even though I paid for an account that I can't play on.

The game is Raid: Shadow Legends and I will attach below proof of me sending him the payment, proof of the account getting banned and I will also attach whatever is necessary.

1. Every account I sold was/are safe.
2. With new plarium security every account can get banned.
3. If you buy an account and start change mail and password multiple times, buy stuff in game and doing things that could be suspicious it's your problem then.
4. I told the buyer I am trying to contact previous owner in order to prove Plarium un ban account (whatever was reason)
5. Buyer told me already did refund and didn't say anything about give back the account in case.
6. If buyer already refund he/she should give account back to the seller.

2. Not true, I've bought several accounts AFTER the new Plarium's Security System and nothing happened;
3. In order to be able to buy an account / sell an account, you HAVE TO change mail and password (one time), that's part of the buying/selling process. You can assume I haven't done anything suspicious given I'm used to buying/selling accounts and I would have a bit of knowledge about how this works;
4. You did, and then you stopped replying;
5. I did tell you I will be making a refund because you are not answering. Should you choose to refund me directly (like it is normal), I would be more than happy to give you the account back;
6. Again, give me back my 520$ that I paid for a working account, and I am more than happy to give you the account back.
 
From the image above i can see that account is under investigation. Have you tried to submit a ticket and ask why the account is banned? If not please do

Also, as a side note, because I'm a Raid: Shadow Legends reseller myself, whenever I sell an account to a client and the account has trouble, I immediately refund them 100% of the amount they sent me, take back the account and then proceed to do investigations myself, as I was the previous owner. I reckon if the result would have been the same here (@Leotgb would have refunded me and then HE would have proceeded to ask what the matter was to Plarium Support) - the response would have definitely been different.
 
Also, as an additional detail, I'm very familiar with account security measures, I'm always very careful not to trigger any kind of extra eyes from Plarium's side, and I've done so quite well with over 500 accounts that I've bought/sold. Which is why I think the account had issues before I had the chance to play on it myself, and which is why I consider that Leotgb could have done all of this himself, but he fails to respond and refuses to refund me. So esentially I paid for an account that I didn't even get to play, and I've done absolutely nothing on it.
 
The only reason I've made this post is that I know I won't get any refund from Leotgb, which is why I've proceeded to talk with my credit card company and tried to do this on my own. However I feel like other people should not fall for this and have the same thing happen to them when dealing with this seller. The decision is all yours wether if you want to keep him around or not, I've just done my best to express what has happened to me.
 
@Leotgb you are free to submit a ticket by yourself and attempt to get the account unlocked. If you fail then a full refund must be issued
 
It’s been 8 days since the issue appeared, I would personally assume he didn’t even try to fix the issue, or he did try - but failed to do so, given how much time has passed. He’s also already told me via private message on the platform that he’d already proceeded to “invest” the money he got from me and he won’t proceed to make any refunds - I can show proof with screenshots but the conversation is in Romanian.

I am trying to fix the issue with previous owner and also plarium.
Account is locked now for 90 days till previous owner provide information but he is not original owner so I don't know how this will end.

I am still waiting a reply from owner/plarium.
Why ban cuz account was safe.
It's not my fault with this new plarium system.
I tested on some accounts and if you buy something right after you get the account there is a high risk to get banned.
 
I already know you won't give me my money back, the reason I made a dispute for you to get banned is because other members of the forum might fall for the same scheme from you, and then they will also lose their money.

Account was NOT safe, you probably obtained it in a fraudulous manner and that's why it got banned so fast, because the old owner made a claim or something. Either way, it's unprofessional from you.

Also, I have purchased 10 accounts and sold 12, since this incident has happened, and there were NO issues whatsoever - so your account had something wrong with it when you sold it to me.

You did NOT tell me the account could potentially get banned so I was aware of the risks involved, imagine doing this to 10 other people and then blaiming them because "it's not your fault with the new Plarium system".

Also, you're still waiting for a reply from owner/plarium for 14 days now, I think we all know it's a lost cause.
