What is the dispute about?
The method of payment used was a different website. After I sent the payment he changed the password claiming I did things out of order when he simply did not reload the page.

Provide information about the dispute and what lead to it: He wanted to be able to purchase shoutouts with the money received from purchasing an account. I knew the website used PayPal so I trusted it. After submitting he final payment, I changed the email of the Instagram account to my own. The money was taken out of my bank but it was delayed in showing up on the website. It showed the new balance when I returned to the page. It didn't show sooner while I was on Instagram and in my email account trying to change the ownership. Feeling I scammed him, he changed the password in a matter of seconds before I could change ownership by clicking the confirmation link and he ceased all contact with me via Skype by blocking me.
Other details / notes:
ShoutCart have issued me my refund before but for this transaction they have blocked my IP and banned me from their site. Their customer service no longer responds to my emails even though I only deposited money into an account.

Did you do any background searching before the transaction?
I only made sure that the transaction would be buyer secured which it was through PayPal.

No I have not.
Approximately how many transactions have you done on EpicNPC?
None. I signed up specifically to purchase an Instagram account.
For the screenshots I blurred out my name and email address for privacy. I don't expect EpicNPC to help resolve the issue but I hope this helps other users.
