Are we allowed to give negative feedback of a potential buyer experience?

Are we allowed to leave negative feedback of a potential buyer based on evidence in epicNPC DM chat? Effectively

* Person didn't know how paypal works (I had to do multiple refunds, no cost on me though)
* Accused me of scamming because I wanted to use paypal F&F (my post is clear about this, my previous sales are all F&F)
* Is an account that isn't phone verified (this is my fault though)

It was a very bad seller experience and I didn't even make the sale. Am I allowed to leave this feedback?

Feedback can only be given if a sale has began. This means either payment was made or the item was given.

If he sent payment and you issued a refund, that would count, so feedback would be allowed.
