Yes its old rating BUT this user just create profile to give negative rating and no proof from him or her . "Negative feedback can only be given to the seller if there is proof the OO or seller recalled, or the seller sold a stolen account."

btw its says "OLD rating cant be removed" but unknown exact time ? 2monthes ? 1 year ? 5 years ? 10years ? so i still can claim it because i dont know what is OLD ?

This person logged in from a legitimate ip, not used by any one else and never logged back in. you waited a year to dispute it sorry. also Lol dispute rules do not apply to csgo.
Also checked against other user that left negative around same time, nothing in common not even same continent.

30 days is the deadline. After that it is up to person that received it to prove it's false.

DISPUTE GUIDELINES

• Please report false feedback ASAP, within 10 days of receiving the feedback
  • If reported within 10 days, the user who gave the feedback will be asked to prove it. If they are unable to, the feedback will be removed as false.
  • We will make a best effort to investigate feedbacks up to 30 days from when the feedback is received.
  • After 30 days the burden of proof falls solely on the member who receives the feedback.
    • Example: Joe gets a negative feedback from Roger. Two months later Joe files a dispute to have it removed. Joe must show proof the feedback is false. Roger does not need to prove his feedback is true.
