Provide information about the dispute and what lead to it: I sent the user the BTC, it took him an hour or more to check it, then he said he was going to remove his CC and phone from acc, he went offline, another hour he told me he'd refund, 6 hours pass or even more, he went offline and again online and said "I'll refund you", kept saying hte same thing but doesn't refund me at all.
