Provide information about the dispute and what lead to it: He bought a boost, I completed it, he thanked and said will come back for more (check the feedback he gave), he deletes on Skype and disputes.
Other details / notes: Told me that he runs a gold selling business, uses PayPal daily. Name seems to be different in the email than in the dispute because he paid with a business account. I confirmed the transaction via email and name was Jesse Woolsey there.

Did you do any background searching before the transaction? Yes / No (optional) yes. he did not have an epicnpc account before purchasing. googled his epicnpc name and found he is banned on some runescape forum that involves gold selling, couldn't find a reason why he is banned
