How the hell is this so confusing to you. He is trading gold for accounts. 100k cannot be xfered on a low level alt, so you buy [censored] to xfer 100k worth of stuff to the server of your choice. Or you can just get the 100k and make his server your new server (so you don't have to buy items and resell on new server). I don't see how the post is confusing in any way. Maybe you should spend some time off markee to read a few books.
