As soon as you have paid through PayPal, you will instantly recive an email (to the email address connected with your PayPal account) containing a League of Legends username and password. After that you can change the account email (with your own email) by going to the official League of Legends website at the respective region (example: euw.leagueoflegends.com).
Can i play even if i'm not in EU?
So say you're in NA, you can download the game, turn on your VPN and set it to EU, log into the game and your region will be set to whatever region your VPN is connected to (EU in this case). You can then play the game freely and even disconnect your VPN after that (you'll just need it if you ever log out again, but you can close the app and reopen it without using a VPN).
Then once the game releases in NA the game will automatically assign you to the NA server (or more in general to whatever available server is closest to you), but your region will remain set to Europe so you'll only see european events and the european leaderboard.
Note that this doesn't actually change the region of your Riot account. If your riot account says NA as its region (you can check in your riot account settings), it will remain NA even if Wild Rift assigns you to Europe.
