Where to report a scammer?

Hi all,

I actually made a 'legitimate' trade with a guy (Skype: Prestohhh) couple days back. The account he'd traded for previously was recalled (confirmed) so he recalled the one he'd traded me.

I asked for mine back -- this is normal etiquette. I've been doing this for a while. He refused, and promptly reported the account for banning rather than have me recall it.

How do I make sure his account (has 88% positive feedback on here) is banned?
