What to do when someone scams digital items from you

Hey all, was just wondering, if I buy some TF2 items from someone and they don't deliver, what do I need to do to get a refund? As in what "claim" do I put in?

Because I remember not being sure what to say last time (though it was quite a while ago)

If you're talking about paypal then its tough luck, every time i tried to dispute an undelivered digital goods item they told me their buyer protection policy doesn't cover intangible items :\

I'm not sure how much experience you've actually had Dodge, but that isn't really the case. In fact, it's the exact opposite. Paypal does not give any kind of seller protection for intangible goods. So if the seller cannot provide proof of delivery (tracking number), they refund you. Why do you think all the big companies that sell accounts here mail you the information? In the dispute, simply put something along the lines of "I was sold an intangible good that was not delivered. The seller cannot provide tracking numbers or proof of delivery, and thus has no case here."
