recently i have been scammed ALOT

they have been calling their banks and getting the payment returned to them

paypal then perma banned my paypal because it was "suspicious"

is their anything i can do about this?

or say im screwed and out 400$ and an account?

and i can't make a new paypal because i only have 1 CC

can you have 2 accounts on 1 bank account?

i could buy like a 25$ visa gift card to use as a CC

To my understanding, you cannot link two paypal accounts to one single bank account. Also, a prepaid visa card does NOT work - I've tried and it worked once, but the second time it did not. After calling Paypal management, they said it's a random occurrence, sometimes it may or may not work (even though technically it should not).

To reduce the number of scams you are facing, I recommend that you take proper steps towards verifying who you are dealing with. Additionally, you may want to extract as much information from their Paypal to contact and and generate a case against them. I also would like to comment on Paypal for a moment. Paypal is VERY iffy; they are pretty lacklustered when it comes to dealing with claims, and they can REALLY screw with a bank-linked account. The biggest issue with an account that is linked to a bank is negative balances. As you realized, Paypal has the power to withdraw money from your account without your consent. Even if you do not have the money to withdraw, they will continue trying and piling up overdraft fees on your bank account, putting you in debt.

Paypal is a pretty big sham when you strip away all the flashy name and easy-to-use interface and payment system.

Again, my biggest suggestion would be to find a way to contact the users who have scammed you and to resolve it from there.

If your selling something to someone , and they file a dispute on you to get their money back simply write this message in the claims window.

"intangible goods , such as digital goods or services , not refundable."

Its apart of paypal's own policy, when they buy something like that it aint refundable.
