What should I do with Jeckman09?

About a month and a half ago, Jeckman09 traded me a priest for my rogue. A couple of weeks later, the priest was recalled. I did not put up any post for trading the priest, or shared any info with anyone. So about a day later, I contacted Jeck to see what was going, and he confirmed that the OO has used the ID scan to recall the account. Because of this, Jeckman gave the OO 2 day ultimatum before he took actions against him. Two days later, Jeckman agreed that he will compensate with an account that is within my rogue (the rogue I traded him)'s caliber, or he will pay me back in cash. Jeckman has been in contact with me for the whole month. Still, every time I ask him when he will pay me back, he constantly has told me that he has no money to do so. He has also offered accounts (in my eyes), far below rogue as compensation, which I turned down. Finally, he agreed to pay me 450 USD.

It's been almost a month since he agreed to compensate me, but there has been no results. I appreciate the fact that he has tried to compensate me, but he has also stated he will pay me back by 26th of July, which is a deadline that is already passed.

I'm not sure I was supposed to follow the template since I'm not directly accusing him of scamming, but rather his delayed/long overdue compensation. I will post with the template if the mods want me to. Thanks.

Well its the 29th, 9 days after that PM your received. The fact is that its not your fault the account he gave you got recalled by the OO. He needs to either return your account to you or make payment. If you want to wait til the end of this month as he suggested in the PM, then thats your decision. I think you've been more than patient with him, so heres the deadline.

Payment or account must be given on July 31st or Jeckman09 will be banned until he does.

Jeckman has already traded the account that I traded him. It has already gone through 3 hands that I know of. Therefore, if I were to get the rogue back, there is almost 100% guarantee that the rogue will be banned. Even Jeckman has admitted to that fact.
