Unfair Neutral Feedback

Hey, so i know there's usually a specific format that we're supposed to submit a dispute in ,but I don't have half the info that the form requires because the Neutral feedback I received is from a trade that never happened nor was promised. I guy, who hasn't been active in over a year, left me neutral feedback because I told him I wanted a bronze account (LOL) but he offered me a silver one. When i told him I only wanted bronze he proposed the idea that he would purposefully tank his mmr to get it to bronze, I told him I would consider his offer but nothing more, 3 weeks later I have bought another bronze account and he contacts me saying that he's ready to trade. Well tough luck? So then he goes to my feedback just to submit a neutral comment. I was under the assumption that we operated under a free market, as long as it was honest?
This guy isn't even trustworthy, his last 3 feedbacks over a year ago where all negative. I pride myself on having 100% positive feedback in our community because I want to foster a trustworthy experience for buyer/seller. Therefore, I appeal that my neutral feedback be removed simply because it was put there by someone emotionally charged not logically sound.

Proof: The neutral feedback speaks for itself, it can be viewed on my profile, the only one that isn't positive.

tl:dr Also no transaction ever occurred as I was the buyer and refused the account offered.
