Two things, one is, this is not enough for an account.
Two is, when you say (Fenris Horde or Ally) I hope that you are not saying that you expect the account to be on your server. That is not going to happen, you will have to pay to transfer the character over to your server.
If I were you I would pick one of the following...
Offer gold to complement the card, that way you may be able to get a fresh 80 account if you're lucky.
Accept an offer of gold on your server. I'd say that you should aim for 5,000-8,000 gold for a 60 day game card, as it's actual value is equal to $30, which is the price of 10,000 gold. You have to make the buyer feel like they're getting some sort of deal for the hassle they are going through.
