On site. They can open a dispute at any time. The only thing is the time elapsed, circumstances of ban or loss and warranty given depends on if anything would be done.
If its a ban like I see on feedback, if its been a long time since the service was done its unlikely any action would taken because there would be no proof your actions caused ban, other users could have accessed the account or hacked on it.

It's 180 days. However they could dispute it through their bank as well which can go beyond the 180 day timeframe.
