I (the buyer) want to purchase an account using Paypal but the seller told me the balance needs to be inside of the Paypal and not from a linked Credit Card or Bank, They said that's because i can potentially charge back the amount but they also are asking for f&f. Is that safe for me as the buyer to do, are there more safer options that are beneficial for both of us?

Using F&F is safer for the seller, but less safe for the buyer because you lose the option to dispute.
If the seller is making this request and they have lots of positive feedback, then most likely it's safe to do. If the seller is new, then I would not recommend it.

I see 2 recent negative feedbacks, so I would not use FF with them. However no one has reported the scams or provided any evidence.
