Seller claims he cannot see Trade Guardian Request

I sent a MM transaction and the seller claims he cannot see it. The seller wants me to either upgrade and then start it again, or send him the MM fee in advance before even starting the transaction. He says if he initiates the transaction, he will have to pay the MM fee himself in order for it to appear in our active transactions. I read the official Trade Guardian guide on here and it does not match up with his claims. This will be my first time using it so I am skeptical, can someone help?

Turns out he was trying to scam me. I received that he declined the transactions anyway and he blocked me.

So far every time someone said they didn't receive a TG request, they were either lying or the person who "sent it" lied about sending.

Not sure if anything can be done since no transactions occurred and the conversation was off-site
