SetsunaEpic stated clearly that you should copy and paste his tag, not type it in. If you contacted an impersonator, especially through Discord, there is a very unlikely chance the moderators will be able to do anything about it, since the impersonator may not have an EpicNPC account.

Looking through the screenshots, it is clear it was an impersonator, since Setsuna clearly said he would never add anyone's discord. The most you can do about it is file a chargeback to try and get the money back via PayPal.
