Scammer, Payment made, User blocked and has not returned money

Describe the problem:
User posted an account for sale, I transferred $150 USD to him and upon checking, the game account has been banned.
Blae13b personally checked the account and verified the account has been banned.
Blae13b Informed me that he will be transferring me back the money however he blocked me on epicnpc and cannot be contacted since.
No money was transferred back via paypal.
