What is the dispute about? advertised a rank 47 FFBE account. Sent me a Rank 14 FFBE account. Will not refund the $75 purchase price or provide the right account.

Provide information about the dispute and what lead to it: Sent seller payment of $75 via Paypal on 8/28. Seller did not provide account info until after letting him know I would be reporting him to EpicNPC and disputing the charge with Paypal and my bank. He finally sent account info but it wasn't the advertised account. When confronted with this, seller claims I'm trying to get a free second account. Seller stated he wouldn't return the payment because I changed the log in information. This is incorrect - the log in information is the same as what he provided to me unless he has now changed it.
