scammer fraud

I bought an castle clash account from the seller named eternalism..I was asked to contact him through Kik..his user name is zerodown,.after I contacted him he asked me to send a 40usd payment via PayPal and I did but he told me he only got 29usd so sent him another 11usd that time also he told me he got 29usd because of the transaction fees I'm only 8usd short but he is not replying or sending me a bill is lost 50usd and got nothing,I asked him to refund but he is not refunding or giving me the account..I can pay remaining 8usd but he is not replying
