What is the dispute about? A league of legends account trade.

Provide information about the dispute and what lead to it: I was trading my Silver I which is #2 on my thread and has 67 champs, 31 skins, and 10 Rune Pages. He was trading a Diamond V with 40 or so champs, 0 skins, and i believe 6 rune pages. He agreed to go first in the trade and sent me the username then password, after i confirmed the info worked i only sent him the password to the silver i since i had already gave him the username earlier in the convo. I then logged on to his account to find out the email was verified despite him saying that it was not and asked for the security code. He refused to send me the passcode until i sent him my passcode for the Silver I. I tried to explain to him that he agreed to go first and that meant for this too, but he would not budge and kept asking for the passcode over and over. After awhile of arguing i finally sent him the passcode to my account since i had other buyers contacting me, i was hungry, and tbh i just wanted to get the trade over with. Around a few min or so of waiting for him to send his passcode i messaged him asking for the passcode. He of course didn't respond and shortly after that logged offline.
Other details / notes: I know i can't get the account back, but i would like to see this user punished as i imagine he will do this again and again until he has been.

Did you do any background searching before the transaction? Yes, i did a bit. I searched his skype name on epicnpc and google to see if he had any previous trades/transactions. I could only find his Based Prez profile, although he claimed to have had another one which he does not remember the info to.
Have you traded with this person before? No.
Approximately how many transactions have you done on EpicNPC? Not entirely sure since most buyers add me on skype, but i imagine 5 or so sales.
Note: If you need anymore proof of this trade just say so.
