I wanted to purchase a OPBR account from the seller but he never sent the info he refunded me the money the first payment because it was without f&f and then after I purchased with f&f he stopped responding

I payed him through Paypal for $35 USD and we spoke all our conversation through Epicnpc. I even asked if that was the correct paypal and he said yes, as soon as I sent the money he didn’t reply to me and never sent me the info
