Provide information about the dispute and what lead to it: Messaged the user and payed him in full through paypal and have yet to received any account after over an hour wait, he just disappeared once I confirmed the money was sent.
Other details / notes: Sent him the asked for price of 100$, proceeded to then tell me that the 100$ only appeared as 95$ due to paypal's end so he refunded it, I tried again and sent him a little extra to cover the paypal fees and since then he has disappeared with no contact since.

Hi Cecile28, thank you for quickly and respectfully carrying out proper action with my case, however, the user in question has decided to respond to me via skype recently after the recent ban placed on his account, yet he is now refusing to release account details until he is unbanned, currently though I am unsure if he is being illegitimate or if he will actually do what he says he will do, He asks of the following requests. "You're not getting the details until I get unbanned. You got me falsely banned, and if I give you the details, my account would still be banned."

Due to the fact he still holds 115$ of my money I would like to resolve this in the best way possible with no further confusion or possibly scamming occurring afterwards. I ask for your suggestion on the matter, and to possibly have a moderator such as yourself to make contact with Billiam in order to ensure a third party can be present.

If he want to be unbanned, he have to release the account detail.
As soon you can confirm you have recieved a working account, I'll unban him.
Feel free to add me on skype (live:daculaqb4) if you feel the need of a 3rd party.

But we will not proceed to an unban if he don't provide the account first.
Thread will be closed in 72h if no awnsers.
