Scammed by seller icon561

I was scammed by seller icon561, I sent him paypal friends and family. He received the money and tried to tell me the funds were on hold until Feb 8th. I sent him screen shots showing the funds are released. He then stopped responding to me. I got on EPICNPC to leave him negative feedback, only to find out he gave me false negative feedback with a 1 star rating and saying I am a scammer. I am trying to get this false negative feedback removed.
