Describe the problem:

Paid 25$ for him to top up steam balance for me. He said he can change region np, i gave him 2 steam accounts but he cant do it. Later i told him make a new account from his country and top up for me. He did that and gave me his steam account. But 5 mins later that steam account got banned, i was upset but its ok i accepted the risk. 10 mins later i got an email from steam that he requested a refund without my permission. So my problem is, i can accept the risk but if my steam account get banned, then all of my balance will remain with me. He made a refund on steam without my permission, he will get his money back in few days later because i got another email from steam about that. Im sure he was trying to scam me , thats all. So he will have 2 options,
1- make new steam account with the exact balance worth the money i have paid
2- refund the money to me via paypal

Banned - Too many scam accusations

Hello, this is the first post about me in this forum that is false and I am sorry that the buyer does not care about the tos rules.

Yes, this person wanted to benefit from my Steam Region change & TL service on October 8th. (all photos are below)

1. Steam requested a region change and TL addition.
I asked for the + account and it gave errors in the 2 accounts he sent me.

2. We created a new account with his email address and that's how I did the process.
+ I added TL and sent the account to him and continued;


Since the buyer logged into the account from a different Country, Steam detected him and his account was banned due to Steam TOS Rules. (Steam has the right to ban the user's account if he/she purchases Games or Wallets from a different country and logs in to the account from a different country, it is clearly stated in the Steam TOS rules)

First of all, I stated that these risks may occur in my 2 steam threads and that the responsibility lies entirely with the 'BUYER'.

I stated in my threads that refund are not possible.

After telling these to the buyer, he insulted, slandered and said bad words to me. Since the buyer did not read my TOS Rules, the risks belong to him, there is nothing I can do in this case.

On EpicNPC and all other similar forum sites, generally everyone writes the TOS rules and these rules are written to prevent such similar problems, everyone knows that these rules are not written in vain.

I am now adding a few photos for the authorized person who will look at this report. I had a lot of trade in the forum and everyone followed the TOS Rules, except this person. If he had read the TOS Rules, maybe this would not have happened. Due to the insults and confessions that the buyer made to me and not reading the TOS rules, this buyer will not be subject to any action. I can't do that, thank you.

And it clearly states that the ban reason is due to STEAM TOS RULES

Another point where the buyer is mistaken is this;

"It says that I requested the refund of my account balance after the account was banned."

No, everyone already knows that when Steam bans any account, the balance will be automatically refunded to the registered payment method, and I have already warned this person once again, saying that he must cancel the refund request and this refund will not reach me. It won't come to me.

You talked too much. When i paid you to top up for me, that steam account will be mine, all of its balance will be mine. Tell me one thing :
Did i ever ask you to make a refund? You did it without my permission means you were stealing my money dude.

I told you to cancel this request, but you saw my message and did not reply.

You didn't respond for about 3 hours and I told you to cancel this request and you didn't reach me.

You had the chance to cancel but you didn't

We make transactions worth thousands of liras here, I have many customers, no one would go after a small amount like 400 TL.


And again, just so you know, if Steam bans an account, Steam will automatically refund the balance even if you don't request a refund.

It is clearly seen in these images that I requested Steam to close the refund request.

But the recipient saw the messages and did not reply and sent me a photo together about 3 hours later. ( 23:24 and 02:46 )

However, I told him beforehand that the refund would not reach me and that the recipient only saw my message and did not take any action to cancel it.

I gave a lot of warnings but he ignored me and I think he misunderstood some things.
