Scammed by paintinganewportrait (250$) lol na account, paid but blocked me in skype

hi i just paid paintinganewportrait 250$ for the account, but after i paid, he blocked me in skype. i have evidence from skype chatting, phone texts. and im willing to report this situation for scamming on online auction. and i tried to contact him with my other skype accounts, i added him and as i told him is that account sold, he said its not sold yet. lol. he is trying to scam more people. pls i want refund for this or ill sue him. he refused me to give me his account and driving me crazy.
