What is the dispute about? Seller takes my money through PayPal friends and family. Strings me along for about an hour before disappearing and never giving me any account info

Seller buys time for about an hour after receiving payment. He tries to get me to send him verification proof of sending money. Suggests to send money back to me then asks me to send to another email of his because I had to pay a fee. Lots of sketchy things. Finally says he is deleting his emails and then will give me the account before disappearing
