What is the dispute about? I purchased his account and he never provided correct information then stopped responding.

Approximate value of property: $120 USD
Was a middleman used? No
Provide information about the dispute and what lead to it: I found him on this site and offered him $120 for his account because he said he just wanted to get rid of the account. I made a payment to him via paypal using the "pay for goods" option. There was a 20 day hold on the payment. He would not release the account until the money went thru so he refunded me my payment. (seemed legit at this point) So i opted to make the payment thru the "family and friends" option so that he could receive the payment that day and would be able to provide me with the account. I resent the payment and he sent me a email account and password that does not work. Once I confronted him about this he stopped checking and responding to my messages
