Is it possible to dispute a member who tried to refund his paypal transfer? Even though he failed to do that because i win the case. He is am active member in this forum, I'm just scared he will do this to other

you can open a dispute here for attempted scam

As doomedtofail stated you can open a dispute against him showing him attempting to scam and he will be banned.
