Question about debit

I notice that it says I have a maximum of 10 debit. Does this mean that I don't have to pay anything until I get up to 10, and then I'll have to pay? If not, can someone please explain?

Yes, that's exactly what it means. Once you go over the $10 limit, your account will become suspended until you clear your balance.
