There have been no announcements of bans (yet), but doesn't mean it is safe to use.
CR has finally started(?) doing account bans for modding, which can be found here

This warning is only because of the flux of endgame accounts that I see daily, which I think may have been modded.

What to check if you bought an account
(usually endgame accounts, but may happen to midgame too. Pretty much Rank/Level 40+ accounts):

1) Battle Arena & Princess Arena rank, especially if they are high.
(this includes "All-time best rank". 1 is very suspicious, even more so if their 5-person team is 4k+ power weaker than the rank 1)

(1k below for BA, 2k below for PA)
This is one of the biggest gems/jewels source (one time). All the matches you do (defending and attacking) are recorded, and it records modded battles AS IS.
You can check the recording in "Battle History" in Battle/Princess Arena.
(Only need to check the WINs).

2) Story progress. Specifically Hard mode chapter 8-9.

If your account have 8-3H or 9-3H max starred (3 stars), it is very likely the account has been modded for it.
Unless your 5-man team power is very high (about 40k power for now to clear it, but I haven't got that far myself).
But you can't check your own recording, so this is usually a hit or miss.

3) Check the user-compiled list of player IDs here (click here)
This is a list of "very likely" cheaters (I assume at least 90%).

Stay safe and make sure the account you are buying isn't modded first!
Use Trade Guardian if necessary (pay to use though).

PSA / Note: You can dispute with the seller if the seller didn't disclose it was modded (while in fact it was modded).
In my opinion, modded accounts should be cheaper, not at the same price as an actual endgame account.
And they have to disclose it, so buyers know what they are getting/expecting.
Since it comes with the likelier risk of ban (even if it gets to minmax more things in games earlier).
(You get at least 20k jewels alone in arena, if you can rank 1).

Oh and last thing, this doesn't mean you can just dispute them if its too long after purchase/transaction.
That also give the seller(s) the benefit of doubt that buyer(s) used mod after purchase, in attempt to get it banned and ask for refund.
