Other information:

I posted a thread about buying a Demon Hunter some days ago, and was contacted by a few people. This particular seller messaged me on Discord, and asked what it was specifically I needed. I provided him the details, and we made an arrangement. After some time, I was ready to cancel due to the slim chance the Battle.net account would be name-changed to match mine, but the seller insisted we attempt it and if it could not be completed they'd issue a refund.

What is the dispute about? A Personal payment via PayPal issued for a character by a seller that does not seem to want to deliver his end of the deal. I have messaged him repeatedly, he said to file a report with PayPal if I wanted but I'd lose my account (which is false, I have a verified business account and have handled disputes before within 24 hours due to friends/family payments). Seller seems overall very hostile at the moment. I contacted the seller repeatedly over the last 72 hours to confirm the transfer, but they did not reply to me. When I woke up this morning, the seller was on a Sonic Lost World game and obviously active. When he saw my message, he quit the game and pretended to be idle until I mentioned me getting my money back. He then threatened to me that I'd lose my account if I try and have PayPal support step in.

Other details / notes:

He claims he can deliver, but needs time. I will provide Discord screenshots for the entire chat, and you can let me know what you think. If this seller is not a poser and is the real deal, I've no idea why he would try and scam. His armory for the DH did indeed state it had "A Challenging Look" achievement completed for the Mage Tower Havoc specialization weapons. I will provide everything down below from the moment I contacted him up until just 20 minutes from today: July 5th 2019.

@Pristal do you have any evidence that discord owner is connected with GameSupply ? This discord ID and Paypal mail not belongs anyone on this website and his Paypal is non US verified but GameSupply is from US
 
That's what I was thinking, I was pretty sure it wasn't the same guy. He just updated and said he can do the transfer tomorrow. Thank you for your assistance, I'll contact paypal support if this winds up not being a thing! I'm filing online for a new state ID for NC, to be safe so the old one is useless (it's a FL ID).
