It could go both ways. call paypal and discuss it with them. You HAVE to call. Get an email to send all chat logs to. Use a skype resolver get his ip. then prove its a digital item, they now support that on paypal.

You get better odds calling because you get a real person with feelings not someone behind a keyboard
