Describe why you believe the feedback is wrong:
The seller had an unverified PayPal account and we were using "Pay for Service" on PayPal and he could not receive the funds I sent him until a later date, AS PER PayPal policies. He took that to mean I sent him an invoice and not a payment and that I was trying to scam him. PayPal deducted some of the funds I sent him and kept that as a fee. In order to be a good person, I then sent him the fee amount as "Pay for Family/Friends".
Other details / notes:
I had to open a case with PayPal and dispute the original payment because he would not give me the account info and refused to believe that what I had sent him was the actual payment and not just an invoice. I got PayPal to refund me the $200, but I was never refunded the $8 that I sent him as "Family/Friend" in an attempt to be kind.... I asked him to send me the $6 back and he then left me negative feedback and deleted me from Skype.
