New customers can't leave feedback

Some customers are reporting they are unable to leave feedback on my profile - what exactly are the requirements before one can leave feedback? I couldn't find anything on the FAQ regarding it.

Perhaps some of your customers haven't verified their phone?
EpicNPC feedback system requires that members verify a phone number before they can give someone else feedback.
Verifying a phone number is also free.

As a remindier, members with 5 or less feedback can only give 1 feedback every 24 hrs.

That appears to be the issue, verifying their phone # allows them to leave feedback.
