Okay, so a guy scammed me $30 and by disputing the payment got my account limited. I can't remove the limitation because I'm 17, not 18. Is it possible to make a new PayPal account and disassociate all my information from my current account? It's tied to my bank account and confirmed to my grandma's address. I also have my home address listed, but it's not confirmed or tied to the bank account. If I close my bank account, will they try to get money from my grandma and will they succeed?

Did you withdraw the money already? If not the money is gone. If you were able to withdraw it before your account was limited, then PayPal will chase after your grandma and will threaten to ruin her credit. Also I've heard rumors that PayPal will take the money out of your bank account without permission. I've also heard some cases where people where able to fight this harassment.

My paypal is sitting there with a negative $28.00 balance. The paypal email is freebullets.01 xATx gmail.com (one of my personal emails).
Try and close your account... if not you screwed your grandma. And if paypal- unauthorized- takes from your bank A- it is an echeck, tell your bank to stop any/all payments having to do with paypal. B- I'm sure it is illegal in some form (directly from bank) but I don't think they will really come after 30$
No she doesn't know. I got a new paypal account with fake info. I called to cancel my account and they said they couldn't, nor could they remove my bank info. They said i should just wait until i'm 18 for it to be unlimited. What will happen if i just ignore it? What free methods can I use to put money on my PP account?
To fund a paypal account:
You can get a credit card legally in the US at 17. You can get a debit card/bank account at a much younger age also. Pre-paid credit cards (e.g. those visa gift cards at any convenience store) will work also.
Using fake info on your paypal account will hurt you in the long run, and might lead to getting your account limited again, I do not recommend it.
