Money bookers question, buying a wow account

Hey so, I'm buying a wow account via money bookers, is it like Paypal? I've been scammed by PayPal in the passed andpaypals customer service is horrible and I never ended up getting my money back
I usually use western union, but if I get scammed using money bookers, what should I do?

I think once they send the payment to your skrill account they cannot dispute it..

I know moneybookers can still be disputed as a friend of mine disputed one.
